幾日前在報紙上看到香港民主促進會與公共專業聯盟刊登的全版廣告，題為Statutory minimum wage : Data and Judgment（法定最低工資——數據與判斷）。很明顯，作者採取的是一種尊重科學、訴諸理性，讓事實來說話（let the facts speak for themselves）的遊說策略。
在香港，重大議題的爭論往往如莎士比亞在《馬克白》所言，充滿喧嘩與騷動卻全無意義（full of sound and fury, signifying nothing）；嘗試以理服人當然值得鼓勵。可惜，此文落筆打三更，第一句就犯了明顯的文法錯誤：「Based on publicly available statistical data, it is our judgment that Hong Kong's initial statutory minimum wage should be no less than $30 per hour」。
熟讀《文體要義》（The Elements of Style）的人一看就知道，以上句子所犯的，正是書中列出的英語慣用法八大規條的第七條，即開啟句子的一組形容詞片語，必須用來形容語法上的主詞（An adjective phrase at the beginning of a sentence must refer to the grammatical subject）。明乎此理，我們就自然會將以上句子更正為「Based on publicly available statistical data, our judgment is that Hong Kong's initial statutory minimum wage should be no less than $30 per hour.」
這一篇本應理直氣壯的說詞，因一個顯而易見的文法錯誤而削弱了說服力，殊為可惜。從這個順手拈來的例子可見，所謂事實勝於雄辯，其實只是平凡人的一廂情願。掌握事實、搜集資料當然重要，但想要征服人的心智（to win the hears and minds of people），更重要的是做到話無虛發、對症發藥、鞭辟入裏。
1954年，全英上下熱烈慶祝首相邱吉爾的八十歲生日，「滔滔」在答謝詞中提到他在二次大戰期間的演說，謙稱「擁有獅子雄心的，是這個國家和這個遍布全球的民族。我有幸奉召為它發出幾聲獅吼而已。」（It was a nation and a race dwelling all round the globe that had the lion heart. I had the luck to be called upon to give the roar）。
這句猶如燦爛煙火、爆出閃爍銀花的慧言妙語並非建基於事實，也毋須建基於事實。由此可見，精采的雄辯往往勝於枯燥的事實。
邱吉爾的能言善辯，堪稱他存在的本質（the fiber of his being）。一生之中，他作過二千三百六十次公開演說，逾四百萬字的演詞被收集成八大冊文集，其中很多膾炙人口的說法和用語，已成常用英語的一部分，如「the beginning of the end」（結局的開始）、「business as usual」 （一切如常）、「iron curtain」 （鐵幕）、「summit meeting」 （高峰會）和「peaceful co-existence」（和平共存）。
他說過，文字乃唯一不朽之物 （Words are the only things which last for ever），這亦正好用作總結其一生成就的墓誌銘。
究竟邱吉爾的演講術（oratory）有何精妙獨到之處，普通人又如何從中偷師？關於這一點，老邱寫過一篇少有人提及但非常有用的文章，題為《修辭的支架》（The Scaffolding of Rhetoric）。他認為，在英語世界中，最精采的演說都能夠做到以下幾點：貫徹地使用精煉的字句去表達講者完整的意思；遣詞造句特別重視協調和節奏，旨在製造一種接近無韻詩（blank verse）的抑揚頓挫效果；以繪影繪聲的方式說理和論證；用有趣、生動的比喻，使大道理變得老嫗能解、新觀點變得平易近人；以慷慨激昂的講話振奮人心。他強調，雄辯滔滔的人可以改變社會，善此道者較權傾朝野的一國之君更有資格主宰世界 （He who enjoys the gift of oratory wields a power more durable than that of a great king）。從希特拉到奧巴馬，歷史一次又一次證明，老邱所言非虛。
